Do addresses mean anything when it comes to filing permits within Universal*
All the land is designated as one parcel and owned by UOR, so I assume that all of the addresses refer to said parcel. Therefore, any of the addresses can be used for any project on the parcel of land. It just depends to which address UOR wants letters mailed to.

At least that's what I'm getting from 5 minutes of research.

The Orange County Property Appraiser's Website map shows the resort as consisting of many adjacent but distinct parcels, each with their own identification number and address. Examples:
Citywalk: 24-23-28-8981-00-070; 6000 Universal Blvd
IOA: 24-23-28-8981-00-060; 6100 Universal Blvd
USF: 13-23-28-8833-00-120; 5900 Universal Blvd
Parking garages: 24-23-28-8981-00-010; 5855 Universal Blvd

However, google maps lists Citywalk, IOA, and USF as all being located at 6000 Universal Blvd.

But if it is about mailing address rather than physical address - I think all of the above parcels would receive mail at 1000 Universal Studios Plaza.

Most of what I said was assumptions based on limited research. That Google Maps address is the parking garage I believe. UOR used to have a different address than what is currently on Google Maps and people would show up at the wrong place to park.
 
Could this be the expansion of the TM parking garage?
Could be, although the TM Newsletter said that it will be open by the "End of the year". I would think this wouldn't take too long overall and i'm also not sure what demolition would be for as it's a flat parking lot. Also of note, the original project number for the TM Parking garage was 766.

Saw a bunch of important types pointing at everything in the New York alley. One was a safety person, not sure who the rest were. Snapped a couple quick pics.

The other side of the alley has scrims up, but you can still walk through while they’re working on it, for now.
