Is there also a possibility that this is summer/fall 2020 now and its really not too crazy to have track?
It's right by the apartments on Universal Boulevard, I assume where Hagrid track was as well.

Wow that is a lot of track. Really surprising it's there so early, especially without any footers (seemingly)
Looks like similar track to what Intimidator 305 has up in King's Dominion.

It's a coaster track... on Universal property. Footers are laid for the JP/JW Coaster.

It might all come together... maybe... hopefully?
As long as the coaster is great, I won't care all that much, but I feel like a lighter grey and blue color scheme would have been more visually appealing.

What? No it isn't... You can very clearly see what type of track it is, and no other manufacturer makes track like that. It should also be noted that this type of track is engineered for areas of the ride that will exert high forces, so it'd be surprising if they used it for an interior show scene.
You're bang on the money. Looking through Intamin's portfolio, this is the only coaster type I can see:
