The wall that's up by The Simpson's Ride/Kwik-E-Mart is for an extension of the Simpson's Ride's queue to make up for the queue they lost when the games were added... the queue extension is also going to force them to reroute that side of the ride's exit path.

Just gonna toss this out there too... r3m1x3d is the #1 result on Google for Orlando graphic design. So using them on the document wasn't all that clever. Pretty lazy, actually.
I wouldn't dismiss that layout so quickly.
Go back to the 'leaked' ride description Theme Park Insider posted back in January and read it while following along the path. Combine that with the fact that the "Project 7542" foundation permit called for several pits, and you might think otherwise.
That 'water feature' is nothing more than the pump that'll be used to control the new water fountains going in to the exterior queue. They're just adding a new pump and a path for any maintenance needs. It's going behind the "water gardens" area across from the discovery center:

The plans came from a new SFWMD filing today. Most of the plans were censored when they were scanned, but the South Station was left uncovered.
And a little word of advice to whoever runs ParkScope... make sure you're linking to the source when you're posting actual blueprints/building plans...

The documents being 'sealed' isn't anything new, and has nothing to do with the fact that plans were pulled or are being kept private. Signing and sealing plans is something that's done by the engineer/architect, and it applies to all plans filed as public record...
Must have just been temporary, as it was open when I was there from around 3-5ish. Might have just been moving equipment from one side of the path to the other or something.
