    My understanding is if its a parking garage, the drainage is handled a little differently, and it wouldn't show up on these plans (just as every other building does not). The hotels are more likely to have parking garages to get the feel they want and fit in their final master planned footprint.

    Thats not what Universal's attorneys have said, infact, they requested the more detailed plans for Universal's land use be sealed (which was granted) and did use that as evidence they were actively working towards 2 parks and the lawsuit damaged them by delaying both parks.
