Not sure if this tweet was referring to any specific unannounced project (2026 is awful soon for anything not already closed/announced) or rather just talking about all the currently ongoing closures and construction in the park.

I'm assuming all the current work is with the goal of getting the park in shape for the 2025 World Expo being held in Osaka (the Expo grounds are literally right next to USJ on Yumeshima in fact).
But that being said, if rumors are to be believed Spider-Man replacement still won't be ready by then.
With Conan officially premiering today, below is the current status of closed/coming attractions at USJ:
SNW Doney Kong expansion (Spring 2024)
Jurassic Park major refurb (reopening early 2025)
Backdraft replacement (Villian Con? rumored 2025)
Spider-Man replacement (Pokemon? rumored 2026)
The Conan stuff in Cool Japan this year is separate from the Conan 4-D show.
The press release for Conan 4-D even used the phrase "permanent installation" (常設).
But there are still fans on Twitter who think it's not permanent.
