I'm wondering if the jump has something to do with it, like a foot pump that the actor can activate with a valve inside the costume.

I considered that too, but then I thought that the characters jump around quite a bit so it would have to have a locking feature or it's only done once at the beginning of a set.

That's what I mean with a valve. The air could be used for the effect or diverted away. Just a guess though.
