'Strategic Relationship' and 'Partnership' sound very casual. I would take this a gentleman's agreement rather than any contract at the moment.

Considering the Chinese Government let their Olympic Park go to ruin due to lack of interest by the public, this would need to be marketed to the hilt to be a future proof plan.
