A senior planner for East West Rail confirmed that they “understand what the needs would be for Universal as and when that comes forward and we are ready to take that into account” in the process for revising their plans.

At least for a "This project has gotten approved and is moving forward." Tomfoolery hinted a while back the opening for UGB would probably fall around the 2031 timeframe. Considering how Universal announced EU in 2019 with an aim for a 2023 debut before COVID pushed it back to 2025, any formal announcement of the park (UGB) itself probably wouldn't be until 2027.

Strikes me there’s been a whole lot of news emerge in 2024, from Universal itself and from other sources, all of which indicate the project continues to move forward. We saw the publication of the outline proposals (and associated public meetings and consultation) from Universal back in May. We’ve seen extensive survey work across the entire site. We’ve seen confirmation that Universal are continuing to buy land along Manor Road to tidy up the centre of the site. We’ve seen confirmation from Bedford Council, and other local authorities, that they are wildly supportive of the proposal and are working closely with Universal. Confirmation from Network Rail and East West Rail that they stand ready to accommodate changes in to their plans if/when the project goes ahead. Confirmation from government that they are negotiating with Universal and are working towards a special development order to approve the plans. Very strong hints from Universal Creative that they are getting ready to hire senior staff the design and build the new park. Confirmation from Natural England that they have no environmental objections to the proposal. And maybe other things I’ve forgotten.

In the news this week we’ve had the final winding up of The London Resort by judicial direction - that project never got beyond publishing artwork of unachievable hopes and dreams. By comparison Universal has already invested hundreds of millions of pounds in buying land, prepared outline ideas for the resort, gained unanimous local support for the project and negotiated a unique plan for planning approval via legislation in Parliament. If anyone had said on 3 January 2024 that all that news would emerge by the end of the year I’d have been amazed and delighted. I don’t think we’ll see a grand public announcement from Comcast any time soon. I think their PR strategy will mean it will be closer to the opening date. But we’ll see plenty of evidence that work on the project continues, perhaps including the first stage of groundworks at the site. This is what Comcast exactly did with Epic Universe.

Too much of a coincidence? Bedford Council are doing works on Manor Road and Broadmead Road this month doing sample core holes along the roads. I presume this would normally be in preparation for rebuilding the road, or doing some major work on them. Interesting that they are doing it on both the roads each end of the site.

It’s probably nothing, but I just received an alert that the website page on gov.uk which lists Special Development Orders has received a minor update. Not entirely sure what, perhaps something related to the legislative background for SDOs, but this is the first time in six months that that page has received an update. It doesn’t make any reference to the proposed theme park application, so I’m not raising any hopes, but I thought it interesting that someone has made a change to that page.

Passed through the site this morning and It looks like another Manor Road resident may be moving out imminently. Things are definitely still moving!

Interesting video. Just as context, there are some freight sidings on EWR line just to one side of Broadmead Road, where the Park will be built. Looks like they are currently in use to bring in waste soil from HS2 and dumping it in an old quarry.
Interesting because, if Universal want to bring in a large quantity of material when building the theme park, this is an obvious solution to avoid hundreds of lorry movements. One short link road of a few hundred yards would take them straight into the transport hub area. The most informative part is the first section. Where the train halts is just before the Broadmead level crossing.

I think Universal are asking for certain things from the government, but the government is pushing back that it’s not needed. Probably because the government has no money!

They better secure the funding!

The opening of Universal Studios in Britain would be a game-changer for the nation's tourism industry. This is a once-in-a-generation opportunity to attract millions of international visitors, boost local economies, and create thousands of jobs. Beyond the immediate economic benefits, it would establish the UK as a premier global destination for entertainment tourism.

I wonder to what extent the negotiations between Universal and DCMS are about money, and to what extent they are about other things? Obviously this is not a straightforward discussion with Universal simply saying "give us £XXX million and we'll invest £10 billion in a new theme park". Even if it's a purely financial negotiation there will be many key stakeholders that will need to be involved, such as other government departments (transport, housing, business, treasury for example); national agencies such as Highways, Network Rail, East West Rail; local authorities such as Bedford and the other local councils which will be directly impacted by this development; and probably more organisations once you get in to the fine detail.

But I don't think this is just a financial negotiation, I think it is much more complicated than that, and accounts for why this part of the process is taking months and months. What makes this proposal unique is the fact that planning permission will be granted by central government via a Special Development Order approved as secondary legislation in Parliament. I can't find any other example of a commercial development on this scale being approved by a SDO. I doubt that government will give Universal approval for planning permission without having a pretty good idea of what Universal actually want to develop. If Universal were applying for planning permission in the usual way via the local authority they would have to submit very detailed plans so the local council could consider all aspects of the development before giving approval. Why would a unique planning process by central government be any different? I hope that it isn't - as much as I'm looking forward to Universal GB I don't think the company should be given carte blanche to do whatever it wants. So perhaps the months that have passed since this negotiation has started has partly been accounted for by Universal developing much more detailed proposals that the government needs to consider before it gives the green light? I sure the DCMS aren't interested in whether it Minions or Ghostbusters that provide the IP for a particular attraction, but knowing an approximate layout of the site, the size of the buildings, the sight lines from local housing, how it meets environmental regulations, power, water and sewerage requirements, transport flows, economic projections, etc, etc, etc, should all be considered before agreeing to planning permission. This is exactly what a local authority would need to consider via traditional planning applications, and I think DCMS on behalf of national government is probably going through a similar process. Given the unique nature of these negotiations, perhaps this is also a bit of a process of discovery about what is necessary as there's no handbook dedicated to how the government approves this kind of large scale commercial venture.

I would imagine Universal have or are currently working on more detailed plans. There was a rumour that a former Disneyland Paris imagineer has gone to work on the project. But when it comes down to it, it’s all to do with money and incentives.

I feel like, because of what's described above, USGB definitely won't have some of the funny stuff that happened during Epic Universe's construction here, like the Monsters Indoor Show being replaced by Curse of the Werewolf, Meteor Burger being removed and then added again with Cassini getting cut, etc

I think the reason why this was cut is due to Universal feeling contempt with the entertainment offerings that EU already had and deciding to prioritize another family attraction.

Keir Starmer’s government is preparing to approve controversial expansions to three London airports as part of a push to spur growth that’s become more urgent this month after international markets cast doubt on the credibility of the UK’s economic plans.

Ministers are set to publicly signal support for a long-sought third runway at Heathrow, sign off on plans to bring the second strip at Gatwick into full-time use, and allow an increase in the capacity at Luton Airport, according to people familiar with the matter, who asked for anonymity discussing plans that haven’t been finalized.

“We are determined to get our economy moving and secure the long-term future of the UK’s aviation sector,” the government said in a statement. “All expansion proposals must demonstrate they contribute to economic growth” while staying in line with environmental obligations.

The aviation proposals are part of a wider push within government to advance long-delayed planning decisions and infrastructure projects in a bid to stimulate growth. Chancellor of the Exchequer Rachel Reeves is considering announcing some or all of the decisions in a speech about growth due to take place later this month, the people said. That speech has yet to be finalized and is still subject to change.


With the UK economy flat-lining, the chancellor said last week that the government needs to go “further, faster in driving economic growth,” which Starmer has described as his government’s core mission. Ministers are relying on loosening red tape, fast-tracking planning decisions and ramping up housebuilding to achieve that aim, and Reeves is set to deliver a speech on growth before the end of the month.

Other projects poised to be signed off after being delayed are the Lower Thames Crossing, a road tunnel beneath London’s Thames River, and a Universal Studios theme park north of the capital, the people said.

Reeves intends the growth speech to define her economic plans for the year and is set to warn that the fiscal situation is still difficult but she’s pulling every lever possible to spur growth. The intervention will follow a period of market turmoil in the first half of January that saw the pound tank and borrowing costs soar, casting doubt on the Labour government’s economic plans by eroding away the narrow headroom she enjoyed at the time of the budget in October against her self-imposed fiscal rules.

Any announcements come, nevertheless, with political risk, because airport expansion decisions divide the Labour party and were delayed under the previous Conservative government amid controversy over the environmental impact and noise objections. Starmer’s administration is hoping to mitigate the political backlash by arguing that the environmental impact will be minimized by the so-called Sustainable Aviation Fuel mandate that enters into force this year, decarbonizing aviation fuel, the people said.


Proponents of the plan said the pursuit of growth had to be put above climate and noise objections by ministers including Energy Secretary Ed Miliband and backbenchers representing constituencies in and around the three airports. If the government ultimately made decisions against expanding airports, it would be hard to show that was consistent with its growth mission, one official said.

The expansion of Heathrow in particular has long been touted as a potential source of growth. When former Prime Minister Theresa May gave the green light for a third runway at Europe’s busiest airport in late 2016, her government estimated the project would benefit the British economy to the tune of £61 billion ($75 billion) over 14 years, creating as many as 77,000 jobs. The plan then became snarled up in delays linked to legal cases brought by environmental campaigners and London Mayor Sadiq Khan.

While there is no outstanding application for a so-called development consent order for the runway at Heathrow, the people suggested Reeves would look favorably on one if it were to be made.

Heathrow has divided politicians for two decades, and Starmer himself voted against the proposed third runway in 2018 when Reeves supported it. Several prominent Labour politicians, including Miliband and Khan, have strongly opposed the plan.

“I have nothing against expanding airport capacity,” Reeves said in June. “I want Heathrow to be that European hub for travel.”

A decision on Luton airport expansion is due by April 3. The plan involves using the existing runway to handle more flights, expanding the existing terminal and building a new one, and is projected to create 12,000 jobs, contributing an estimated £1.8 billion per year to the local economy, according to Buckinghamshire council.

Gatwick says its expansion would create 14,000 new jobs and inject £1 billion into the region’s economy every year. Transport Secretary Heidi Alexander must make a decision on its proposal by Feb. 27.


“If approved, the £2.2 billion privately financed plan would be one of the largest capital investment projects in the region in decades,” Gatwick says on its website. “It would help the airport meet future passenger demand by serving around 75 million passengers a year by the late 2030s.”
