Seeing that it has a battery powered lock on it, I wonder if it's to allow people to take their items on the Coasters. Items go in pouch and once you enter the station area, it locks and can't be unlocked till you leave. It would be a hell of a selling point. "Sorry sir, you can't take your phone in the queue unless you buy our handy pouch for $29.99."
