They’ve done “creative accounting” for years to keep actors, writers and directors from getting fair payment for residuals or shares of profits. I wouldn’t be surprised if they’ll do something similar, unfortunately.I guess my main question is if all the viewership metrics are stilly remaining internal to these various companies, what's to keep them from consistently and systematically low-balling on the actual number of watched hours, given that they have a financial incentive to keep them artificially low?

IIRC the reason why we don't get more comprehensive numbers is mostly because the companies don't want them released.
