I thought I heard a rumor saying the parade isn't going to be in existence for much longer (the one at UO, obv. not the original)

There certainly was. It was filed June 29th, 2015. Shortly after that, the site was cleared, but since then, the project has stalled. It's very possible the permit is actually expired, given how short of a timeframe it should seemingly take to build a simple parade barn.
