@chickenlilchip followed up to my comment and I guess the paperwork was not completed on the original inspection so they tossed it in with these finals to get it closed. Your tax dollars at work - I hope the walls don't fall down when they fire up those cars.

Ok, not really I think they are just burning in the PAR lights to be sure no elements fail out of the gate. The floods are probably the same thing and are adjustable for brightness. They just look like mercury vapor streetlights

Assuming those are the final lights, illegal street race events are often held on dark abandoned roadways/locations which are brightly lit by construction flood lights. In a weird way it would be authentic.
