Does anyone know if a stationary spinner takes a lot of maintenance compared to mobile carnival style attractions and regular attractions?

As far as lubrication goes, they would be about the same. On a portable there would be more attachment / union points to inspect on a portable ride.
Portables use driven in pins with r-keys or hitch pin clips for fast assembly and disassembly. Stationaries are bolted with Nylocks or Stover nuts. These are both interference style locking nuts. They still need to be inspected, just not as closely and not as many points.

I hope they replace all the concrete in this area, it's in desperate need of it!

I'm also starting to notice those glass blocks more and more, hope they replace those like we discussed several pages back!

What glass blocks are you guys referencing to? The ones behind the "Krustyland"?

Look at the picture of the whole building face and on either side you will see a column wrapped in glass block.

So is it known for a fact that a new ride is coming? If so, why are some of you referring to it as a flat. Is above to be the location of said ride?

That's where the new food area is going. Moe's plus a few others (Krusty Burger the most prominent). The new flat ride is a spinner themed to Kane and Kodos and will be by the waterfront.

Correct on all fronts with Krusty Burger being on the corner and Moes next to it. The flat is going right where the Nation flags were.

I've been on this thread ever since HTF announced the thing, I know they're restaurants  I was talking about what order they'd be in.
