Something to think about is that no Harry Shearer(actor who does Otto) voiced characters appear in the Simpsons Ride because he declined to participate.

Not with speaking lines at least, but Otto does make an appearance.

Sorta not true. They appear, they just don't talk. Although Kang (or Kodos) do have a line, it's from pre-recorded stuff. And he didn't decline per se, it's just his "availability" didn't allow him to participate.
