No way. I can see it open by March. Attractions usually have their first round of hires start six months prior to open.

The restrooms and retail seem to be mostly cosmetic updates being done on that end of the building. It makes sense that they could be open before the attraction is completed.

Someone needs to pitch that as a show to NBC as a show shot at Universal. Crazy guests, angry cast members, and trying to take down Teebin from spilling secrets to OU.
