This is a great callback (and one of my favorite episodes of that season). Also, not to digress too much, but I remember some... 15 years or so ago the Tardis easter egg in one of the houses. No idea if that same person is same around (or if there are multiple Whovians on staff), but I could definitely see the links to the Cybermen here.
As someone else in the thread said, this typically isn't where the creatives strong suits lie, but I'm open minded that this one will be able to do something interesting. The key art on this one is interesting and seems like a ton of thought has been put into it. I hope the execution can follow through on it.
