Interesting reporting, no doubt. I have always been skeptical about the Toy Story lot becoming a third gate. There is a reason Disney hasn't built anything on this land since they bought it from the Fujishige family. Simply put, at even less than a mile away, it's too far from the rest of the resort. Anaheim isn't Orlando.
The whole idea of the resort property concept is to keep you in that bubble. It's part of the reason the company fought with the city so hard about a second gate and shopping district. You stay in their hotels, dine and shop at their shopping district, and can easily bounce back and forth between Disneyland and California Adventure. There is no easy way to connect the current Toy Story lot property to the rest of the resort, and I think that is a huge factor as to why we've never seen theme park development there.
I'm not saying that a third gate on the Toy Story lot wouldn't be successful, and in fact, a big open parking lot seems ripe for building something exactly like that. If they are going to add any type of theme park expansion I believe it would more than likely end up closer to that DisneylandForward concept area.
