The only question is whether UOR is doing this out of greed or desperation. If they continue to sell those 2,500-3,500ish* Express Passes individually every single night, we'll see no change in lines--but far more of their most loyal, high-spending customers will experience a drop in quality. The 2026 bottom line will look great, but it will likely do harm to the event long-term. (Think it can't happen? Look at EPCOT Food & Wine.)
If this truly is a last ditch attempt to keep lines reasonable for the normies, and they actually cap Express, it should result in lower lines. It worked in 2002-2003 in the parks. Will still be long, but should generally top out around an hour.
* - 500 UFFX passes were sold, I'm ballparking that 1000 each of FFX, FF+X and ROFX were sold. I'm also assuming that most purchasers used their pass every night, unlike every other AP offered. As an aside, that would mean in September, roughly 10% of guests any given night had Express ... before you factor in single night sales, guest assistance cards, RIP tours, etc.
