I don't know that it's necessarily a forgone conclusion they will hit capacity for spring break, especially with new strains of covid in the area and the prospect of the safety of a vaccine so close. People may not come to the parks in those numbers. And they don't have the same ticket program they had before Christmas.
I don't think there's a bad time to open it. It's not like if they open it for spring break people will only come for those three weeks, then no one else will come until summer. Word of mouth/media will help people decide to book trips for the summer, and bring locals for the rest of spring into the peak summer season.
