New Fastpass for Resort Guests

So I went to Disney for the first time in about two years and I noticed that now resort guests are giving these little watch bands that are apparently linked to their rooms and tickets. I am all for it however after talking with some people, they can also use them to get fastpasses without actually being in the park or even before they open. I got to Hollywood studios at 10 am and almost all of the fastpasses were already gone for all of the major attractions. It seems like this new system really spiked the regular wait lines. Has anyone else seen this?

Yes I've seen magic bands, it's the biggest WASTE OF MONEY. Disney is wasting millions in some stupid wrist band that doesn't even work.
