I don't think guests will be confused that Volcano Bay is a water park and not a theme park. Even if they do call it a theme park, every single piece of media involving Volcano Bay will have a picture of someone in a swimsuit...

There are some really ignorant people at the parks, only some. I don't like saying that, but it's how it is. The simple fact that some tourist ask where Harry Potter Land is at Magic Kingdom proves their existence, but they're in the vast minority.

There's supposed to be giant waterfalls coming down from the tallest of the Pandora "Floating Mountains" too (with testing already taking place), so it's clearly not impractical.

Just because they can/are doing it doesn't make it impractical. The impractical part/impact will come when the waterfall causes problems for machinery/sets/guests/staff or for costs. When you have a waterfall of any kind of height (like they are showing for Pandora or for VB) the wind tends to blow the water and it can cause all kinds of problems not foreseen by the designers. Usually it's guest complaints about getting wet/having things ruined unexpectedly.

The fog feature on Everest is a perfect example. It's a great effect, but it screws up the ride sensors and causes problems, so it ended up getting turned off. Often the things designers plan prove to be impractical.

I took a first timer to Diagon this summer and the frog shot water perfectly right on her DSLR as she was taking a pic of her son casting the spell. It had rained that morning, so there were water puddles all over the place, so the "wet spot" didn't throw up a red flag. I should have told her, but it was one of those one in a million moments that it all just happened perfectly at the right (wrong) time.

Of course, she went to customer service and had them agree (after going up the chain) repairing her camera, which they finally and reluctantly agreed to. Luckily, it dried out and started working fine again 6 hrs later or so, so she went back and told them. But there's a perfect example- something can make it cost prohibitive- if the frog did that 200 times/yr. I doubt it would, but with no sinage, it wasn't really my unsuspecting friends fault.

When they extended the expressway in Tampa (so the same weather roughly as Orlando) they designed these decorative planter/sign/pillars for the corners of the intersections where the new entry points were going to be.

The decorative feature was a waterfall cascade from a bit that jutted out and then dropped into a small pond. They were maybe 10ft to 15ft tall. Probably less if you subtract the height of the pond and such.

They were immediately a problem and sprayed water everywhere. They soaked pedestrians on the sidewalks and in any kind of wind they doused cars on the road.

As a solution they tried adding a mesh of chain links to "guide" the water down. It didn't work.

Now they're just planters.

I'm guessing not, we would surely have heard something by now, you would think with something like that uni would be crowing and if not from uni then someone would have dropped the ball.

Would love to be wrong but I don't see it happening.

Universal tends to downplay some of the most unique things they offer. For example, the interactive wands are not advertised, and people find out by watching someone who is using them. So I think TapuTapu will have some surprises in store for us...

Also, does anybody know what Universal does once their garages are full? Cause Disney usually just re-directs to other parks, but Universal doesn't have this option?

I don't think they ever have. They have some floors almost excursively for contractors and/or employees. I would expect they just force them to park somewhere else off-property if they ever had an issue with the garages filling.

They park employees in the parking lot of the high school and bus them around if it is needed. That's how they built the parking garage in the employee lot while still operating the garages during peak season (otherwise employees would be directed to the guest garages to handle that side of capacity.)

Beyond that? No idea. Water parks don't have a particularly high capacity as a rule, and many of the guests will come from their own resorts.

For a long time Magical Express took a huge chunk out of the number of cars in Disney parking lots. Only recently have the numbers rebounded to where they were before.

Also did some digging, the garage is designed to have another floor added to whichever is the "first" of the two.

Obviously not an overnight solution but very doable if it is needed.
