In regards to the October fall off, let's not forget about them unexpectedly cutting off the ability to upgrade from ROF to FF. I suspect that there were a lot of people that were planning on doing that. So it is possible that October was on track to be just as busy or busier than September...
It is definitely possible that it would still be the less crowded way in. Plus, it goes straight into a house. Which was a fun way to start the event when I had to use the hotel entrance last year.
I don't think they even advertised it last year. Or if they did, it wasn't much. I missed getting into the park in time for S&S on one of my days. So, I figured I'd go line up in the hotel entrance line. To my surprise, I walked right into Hellblock and then was able to go anywhere I wanted...
Assuming that the rumored IPs are true, this is an unfortunate year to be without the fountain show. ST, Exorcist and TLOU all provide great music to use
An interesting thing that it being the game and not the show potentially brings into play is the airborne virus aspect. The show took that out of play, but it could lead to potential scares where we get virus blown onto us

When it was briefly speculated on last year, I thought about it. I figured it would be done like the 2014 film or Cloverfield. Where we are on the ground of a city being attacked by Godzilla. There would be rubble, people fleeing and military personnel. And in certain rooms you would encounter...
Maybe it's TLOU? Perhaps they were going to just move on after last year's fiasco. But with it being such a huge hit, maybe they've decided to engage with HBO again.
