Not only a waste, but it makes it seem very sterile and not very 'Disney'.

I get that at night the animals need somewhere secure to stay, all Zoos have spaces like this. My wife and I were surprised that it was on full view on the train ride.

That's a bit of a health upgrade. Activity, instead of lethargy, in an animal, is generally a positive sign, at least for the near future.
