Ya but there's no cycling and the gate is open which usually indicates a problem

Heres the thing. Its not like going outside is the only path they can take, because they can just go and try out the "storm path" for seeing the guest feedback on that. That isn't entirely impossible, and it would give them insight on what to do for future attractions that uses tech like Kong.
 
So how do they accomplish the tipping and jolting in the outside part? Sorry I'm very interested in the ride mechanics on this ride

Have you ever driven on a rutted bumpy dirt road before? The outside road is not as smooth as it appears, at all. And you drive over 5-10 steep ridges as you go through the gate. It's just heightened because the vehicles are quite tall and the tips are emphasized.
