Also the prep work didn't make sense, why have a huge hole for mechanical infrastructure then put up a flat sign?

My question now is "will it tell time"? I hope it is a giant clock and I am impatient so I don't want to wait til it is installed. Anybody know? Will it tell time or have a cool effect?
