I think it was part concept art and part (mostly) joke/homage to those "ask for Babs" title screens. I think they did a great job with it and I really like the reference to the past!

They are hiring for this attraction now. Maybe they will have it open by the end of the year.

The restrooms and retail seem to be mostly cosmetic updates being done on that end of the building. It makes sense that they could be open before the attraction is completed.

I'm personally curious; would that mean then that all the wall's would be down then, besides a wall or two boarding the line entrance for Fallon? That would be interesting, seeing them have the Fallon façade finished entirely by then; as it could allow too if they wanted to decorate it.
