What would you rather say; Harry Potter and the Forbidden Journey is in the Wizarding World of Harry Potter at Islands of Adventure, which is at Universal Orlando Resort, or FJ in in the WWoHP at IOA, which is at UOR. After typing out all of that, I'd say the second one.
