It has to thread a needle. It needs to be successful, but also not SO successful that it’s impossible to manage once they start advertising it.
There are a lot of things they may not have fully considered. Like the number of guests needing medical attention. Or the sheer amount of overflow. If they expected, say, 10 medical treatments an hour and got 40-50, then it’s stop being an acceptable risk and starts becoming a liability.
