My assumption is that Marvel wanted to prevent Universal from selling (for example) Spider-Man t-shirts online because it would undercut the profit they could make by selling them themselves. So, it's not a matter of "would Marvel make money on this" (maybe?) but more that they'd make more by selling a "similar" shirt themselves.

It still sucks out loud, though.

Before Marvel was bought by Disney, Spider-Man and sometimes The Hulk were being featured on cross-IP merch for the parks. Same thing with The Simpsons before Disney bought out Fox.

Interestingly enough, Spidey was featured on cross-IP merch even after Disney bought Marvel.

Still got until May 28th, but really hoping to see IOA celebrated with some decor/banners for its 25th. I know historically Universal is very anti-celebration, but they've obviously turned the corner on nostalgia. Out of all the parks in Orlando, it's the least most "celebrated" in terms of special events for it. Even DAK got a full line of merchandise/lite decor and a few special things last year for its 25th.

Don't think you have to worry, they have it all over IOA and CityWalk stores now. Doesn't look like it's a limited release, lots of shirts available.
