Yeah Disney, has been doing that for ages. I forgot what it's called. They call it something. Want to make the guest feel as though they have escaped reality by not seeing too much of another park or too much of the city.
Also Universal has land issues so can't really blame them too much. Personally, I actually like the park around a lagoon. it builds excitement for me as I'm walking from Island to Island. Now if it were something in the Lagoon such as a ride or water show or something to make focus solely on the lagoon and not directly across it, that may help, but it's not likely to see something such as that happening.
