It seems Steve Burke's comments were taken out of context and the Chinese media are fearful the park won't out until 2023. However, based on meeting with Beijing Municipal Committee and the construction companies, they are guaranteed the park will open on its original scheduled date. Additional information reaffirmed Universal/State Owned Companies are committed to their plan for two theme parks and a water park.
New information has come out to include that this will be the first Universal Resort with a full fledged hospital on site. Medical tourism anyone..just kidding.

A different article has speculated that Universal is suffering issues due to high Universal Creative leadership turnover in Beijing (35%) leading to a lack of resources with, the lack of ability to counter new attractions from the upcoming Six Flags and Shanghai Disney, and the upcoming fourth park as they think Universal would rather focus on increasing domestic tourism. However they are hopefully that due to the competitiveness of Disney and Universal, this will lead to an even greater park experience.
