I always assumed it was kind of confirmed. Why would Disney want to deny it?

Who wouldn't want to visit the infamous billion dollar land? Unless it turns out to be awful and Disney release some figures to prove it wasn't a huge waste of money.

Disney will never OFFICIALLY confirm any budget on any project. These lands are created by "Disney Magic".

Carsland is twice the size with 3 attractions, that barely tipped 550 million. There is no way Avatar cost 1b.

I would guess the $1 billion is probably correct if you factor in moving FotLK, Tiffins and Pandora.

The other 2 rides at cars land shouldn't even count. They are like fair rides.

Interesting how they're selling the Valley as an attraction. Does that mean most of this land will be a nature walk or something like Camp Jurassic?

Cars Land is not twice the size. Both Cars Land and Pandora are 12 acres.

And it seems that Pandora had more in it that would cost money. The R&D on the luminescent plants, walkway, and in the boat ride. The tech on the boat ride. The Soarin' tech and ride vehicles. The theming throughout the land. Much more immersive that Cars land. Cars has the mountains but, beyond that, the theming is far less. I can see Pandora easily reaching $1.0B.

R & D would be the only thing that I can imagine would elevate costs to that level, but that's not exactly something every day guests notice. IF they were willing to spend that much on pure R & D, you can bet that they have plans building Avatar elsewhere, definitely China, I could also see this going into Paris (if Disney finalizes the ownership). That would be the ONLY reason to spend that much money on a single thing, with intent on replicating it.

The discussion centered around cost, though. Given how much new rides cost for Disney, Pandora could easily top that amount. There are also internal costs such as the cost of Imagineering, assuming that they cost their work back to the parks. Even if they were going to replicate it, they aren't going to save that much. However, as has been noted, we'll never see the final price tag. I would also add that they cut a third ride out of the land due to cost overruns.
