I’m not one to pull house lengths out of my posterior but considering ST is gonna be both 2 and 3, maybe they feel they need more room for it.

25 can use the entire back parking lot for queue space. Putting Stranger Things there limits the queue extending into the park.

Puppetry would also be a safer bet 'cause animatronics have the unfortunate ability to break down. I myself hope to see more puppet use in the future.
