You'd think, if nothing else, they could put some of them in Dinosaur just to add to the AA count and fill in some dead areas.

But I can't claim to know the logistics or the engineering of it all. It's possible there's a reasonable justification (beyond money) for why they wouldn't want to do that.

As I understand, it's the base that may crumble, the Dinosaur is still good. I'm not sure if Disney plans to put the Dino anywhere, but they love to recycle parts from old AAs. For example, the new Red head ("Red") in Pirates is actually a recycled AA from GMR with a new skin.

All of it will be enclosed in a show building. I’m thinking that’s just part of the building framing.

To be fair, Soarin' looked giant and out of place when being built. Can't say I noticed the show building last time we went.
