They can, and to somewhat expand on this; they were even rumors of them working on a project in particular for a while until certain things occurred that forced their hand to stop.

If they can, why has nothing really happened there? Besides updating Spiderman’s visuals and re-making Hulk... MCU is huge right now and it seems like Disney won’t let them do anything further than what they already have built.

They have a lot on their plate. And rebuilding the Hulk was quite a large undertaking. They had plans for a new ride in recent years but the ride tech never worked out so it has been shelved until a later date. In the meantime, they repainted every facade, every giant character art in the land, and the SpiderMan update was more than just updating the ride film as it added like 20% more time to each scene, making it a much more fulfilling experience.

We’ll see more added one day. No one is stopping them. They’re just kinda busy trying to juggle a lot at once across the resort right now, and there’s nothing broken about MSHI at the moment. There’s other areas in pretty bad shape they should probably tend to first honestly.

Disney isn't legally allowed to stop Universal's requests to add new or modify new attractions or paintings or anything related to Marvel at MSHI. Otherwise, Universal would sue them in court and the judge would rule in their favor. Universal's main focus is replacing and expanding into projects such as Volcano Bay and the upcoming 3rd theme park gate at the moment as of now, so they're gonna left MSHI in the dust for a while. Once that's done, maybe they can focus on investing MSHI properly in order to update the area and bring in new crowds. But they have a lot going on in their hands right now.

Building an attraction is one thing. Understandable the complications surrounding that. But what’s stopping Universal from improving the meet and great experiences? Improving the costumes and adding guys who have grown in popularity like Iron Man and Thor. Their only representation is on 2 cutouts that if you don’t look hard enough, could miss.

Also, now looking at the costumes Disney has for them in California, it really makes the Universal costumes look like they were purchased at Party City.

It’s probably a moot point because once the heroes show up, people flock to them like they’re the Beatles. It'd just be nice to see Marvel get something new-ish if a new attraction isn’t in the pipeline

The costumes Universal uses can only be based on the comic books and must be approved by Marvel (Disney). While they can update them to match the more modern comics (much like the new Hulk statue at the ride,) they probably have more important things to worry about, or want to keep their Disney pestering to a minimum.

As you admit, the 1990s style costumes aren’t causing guests to not get in line for autographs, so I see nothing wrong.

We’ll never see MCU style costumes at IOA though. It’s just not something they’re allowed to do. They must be based on the comic book aesthetics only.
 
The costumes need updated and the modern comics would look far better but I think the big issue is the current roster of superheroes. Get Iron Man, Thor, Thanos, Loki, Deadpool or a Hulk using similar tech to Transformers and create a bit of more fun in the area.

Iron Man has 50 suits, are the public really going to know that this isn't something from the MCU?

If they happen to hire an English actor for Loki, then it's a coincidence.

It's not like the actors are going to look any less like the MCU equivalents that Disney are currently using.

Who honestly cares about getting their photo taken with X-Men in this current era?
