The pricing varies by day and they're using it as a lower tier of the express pass. This is a few buck's cheaper than the 1 park express, but you still have to wait the wait time, just not in the line.

So then do they take them in the Express line after they wait?

Yes, the Q-Bot let's them know they can head to the attraction and then they put them in the express line.

If the express line backs up or there's too many Q-Bots waiting then the Q-Bot can say the line is full.

Last weekend express backups were extremely common - often because the merge points were being handled extremely poorly. They're going to have to be better at keeping Express lines short in order for this system to be of any real use.
