I don't think they can. I'm under the impression that within a certain period of showtime, the lagoon becomes a hot zone where only show techs can be out there (largely thanks to the perimeter shots).

This is correct, including after the show for a not insignificant amount of time.

Once again, the Diznerds are gonna be apoplectic ("those barges are hurting my eyes!!! And the IPs are killing my heart!!! I'm dieing!!!!) and the general public of gonna say, "OMG!!! That was the most spectacularist spectacular EVAH!!!!!"

The fact is, there is only 1 viewing angle that you can see the full show and that's from the Showcase Plaza across the Lagoon from the American Pavilion. This was designed so they can sell desert parties and upcharge viewing locations. Disney doesn't care that you can't see the show in it's full form from the rest of World Showcase. It's a pay to play experience. The commoners are just going to have to deal with a less than ideal show.

How'd that work out for Rivers of Light?

My point being: Disney is fully capable of spending a lot of money on a subpar show that regular guests don't flip out for.

Luckily this is already somewhat ahead as it has Disney characters and recognizable songs

They have to sell a bunch of cupcakes to pay the money this thing cost. Even over 20 years I don't think they will cover it with the ongoing cost to run it. I question the ROI on this

Disney is the EA of theme parks. You buy a full priced game and need to spend for many DLC to have actually fun or a non frustrating game.

Nighttime spectaculars normally cost a lot to put on.

Their benefit is measurable through dining packages and people spending more time in the parks I guess.

I'm honestly surprised Disney still does nighttime spectaculars every night across their parks (well not this year, but you know what I mean)

... Just like the spectaculars at Magic Kingdom and Hollywood Studios.

It's certainly possible most guests will love it (if they're lucky enough to be in one of the good vantage points for it around the lagoon). It's also possible the reaction could be, "Wait, didn't we kind of already see this stuff?"

The cartoonization of World Showcase could be seen as appalling if it wasn't so expected

I'm ok with characters and some Disney ties, it makes sense and frankly if it's the sugar that makes the medicine go down I'm all right with it. But it is really shitty that stories written by mostly white Americans with pop songs are supposed to stand in for ACTUAL CULTURE.

I want to keep an open mind as, unlike WoC when that was being built, we haven't seen a single second of this show yet. I'm willing to give them the benefit of the doubt but what they've said so far is not leaving me much confidence.
