This might be a clue to Epic's attendance capacity in combination with project attendance from hotel guests. If they did build the garages then it would've meant more guests in a park that may not be quite ready to handle all of those crowds until expansions come along. I get the feeling Universal is playing it safe in trying to get as many people as possible into the park but no so much that the overall experience is diminished because everyone's primary thought is "
It's too crowded here."
I think they'd prefer it be something like "
The scenery here is wonderful." or "
The jumping fountains are great."
