ET is 34" and yes, most kids 2 1/2 can ride it (my son could not at 2 1/2, so I might be still bitter about that :smiley
. However the trolley is 40", by the time you can ride the trolley you can ride things like Spidey, transformers, Splash Mountain, Thunder Mountain, etc. Who in the world is going to want to ride the trolley if they can ride all those other things? I know my LO would love the trolley now, but is too short, by the time she is tall enough I don't think she will have any desire to be on it. This is why Uni so badly needs a good family kid area, because so many of their attempts at family rides in the past fall a little short. I do think they are trying though. Twirl & Hurl is a win for families and I think HE will be a HUGE win for families.
And as I said, the closest to ET comparison would be PP, I honestly think the two are pretty equal, other than ET might have the edge because of the line theming.
I'm 99.9% sure the Seuss Trolley has a 34" height requirement but if it does have a 40" height requirement, Universal is just dumb  there's no way a child over the age of 2 should be able to fall out of those tight restraints and they could always build catwalks and mini-show scenes to make it kid-friendly. It's my least favorite ride in all of Universal Orlando Resort for what's it worth and I'd prefer the bumper car idea they originally proposed. Or maybe give it a cohesive theme?
Yeah it's obvious Comcast is making baby steps to making the parks more accessible to families
1. Twirl n' Hurl (no height requirement) small win
2. Hogwart Express (E-ticket with no height requirement) HUGE win
3. Kong dark ride where Disaster is (more than likely no height requirement since Kong 360 doesn't have one) BIG win
4. JP family coaster (I'd guess a height requirement between 40"-44" since it'll be a step above jr but below thrill machines) BIG win
5. Lorax dark ride (this'll probably be the 2016 IOA addition - no height requirement)
6. KidZone revamp (any height requirement on rides would be 40" or below) GIGANTIC win
7. Wonka overlay for Lost Continent (aside from the glass elevator, no height requirements) HUGE win
Not to mention there's other things Universal might do for families (Toon Lagoon revamp, HP 3.0 with family flat ride and Great Hall, Super Silly Fun Land by DM:MM, ferris wheel in London area, the mystery project on the Springfield/MIB plot will probably have a family ride/attraction of some sort, the 3rd gate, WonderSea Island, etc) that have been mentioned on here or speculated. I definitely think by 2023, Universal Orlando will be a family destination just as much as WDW

My whole stance on the argument everyone's having here is that Universal should strike a fair balance between what's hot and nostalgia. Go too far in either direction and you'll start to alienate audiences.
Yeah ET, Horror Makeup Show, Lucy, and T2 3D (basically all of Hollywood) are the perfect amount of nostalgia IMO. Maybe turn San Francisco into a Horror area? Build a Classic Monsters fun house, add the Kong E-ticket where Disaster is, and maybe put Wicked in Beetlejuice's spot as a bridge between New York and Horror. Move Monster Cafe over to here and retheme Monsters Cafe near Transformers to Starbot Cafe
