From what it is sounding, they are wanting to build upon what they have been doing successfully up north, at Site A (USF/IOA/VB/CWN) and to implement that success onto Site B (The New Land).
While not much is entirely known about the sake of what will be coming, it is widely assumed (for good reason) that Universal Parks and Resorts will implement a brand new gate, a new entertainment complex, and new hotels. We don't percisely know how they will transport people from A to B (and that's not taking into account the WNW Plot inlcuding the parking lot over there), and that we'll probably know more in the coming year or two.
