Even with 1.5 Billion you must spread the money out and spend it wisely. The money being spent here is more of an investment towards customer satisfaction. They are streamlining the queue and adjusting the flow to hopefully rid the entrance of the crowd of idiots who stand at the entrance and decide what their doing for dinner that night. The narrow entry path that was in place just created a bottle neck and would create complaints from guests as well as a negative atmosphere.
Now with present day management aiming to raise customer service to appease its new and first guests you are seeing numerous little to mid size projects aimed at raising the customer service bar. While its not visually appealing to me the fan, it's something the everyday guest may or may not notice in terms of change but will greatly appreciate when their not stuck in a traffic jam.
