The reason why I always thought it was TF was partly due to the popularity of the one in Hollywood and the response to it, plus it adds another quality, big name ride to the park. Harry Potter, Transformers, MIB, etc, are big names with instant recognition with the public. I also think the powers that be, figured that it's a can't miss attraction and since it's already been done, the budget shouldn't skyrocket like it can on a new, unproven attraction that's never been attempted before.
