Unless Florida is a "State Plan" OSHA state, which they very well may be, the cables aren't actually required if they are for fall protection, depending on who's using them. For connectors for structural steel, you aren't required to provide fall protection if the fall to the next level is under 25 feet. Which is absolutely stupid, because even anyone who's taken a remedial OSHA course will tell you 25 feet is plenty enough to kill you.
