My gut tells me that Universal is playing it by ear and they don't currently have a set plan. Just that one day in the very near future they'll eventually just decide, "okay remove the barricades and let the people in".

Im with you on that. Only I am getting more and more concerned that they just end up using TM's to soft this ride. They seem to have plenty that want to ride it repeatedly, potentially skipping public softs all together..
